Can you officiate, and is registration required?
Massachusetts covers resident clergy of an established church through their organization’s filing with the state secretary, and builds two registration routes for everyone else. Out-of-state clergy obtain a Certificate of Authorization from the Secretary of the Commonwealth before the ceremony and attach it to the certificate filed with the city or town clerk. A friend or relative uses the One-Day Designation, which the state secretary issues with the Governor’s approval for one specified marriage and which expires when that solemnization is complete. The couple files a notice of intention with a city or town clerk, who issues the certificate on or after the third day and no later than sixty days after that filing.
Who returns the license, and by when
The person solemnizing returns each certificate to the clerk or registrar who issued it no later than the tenth day of the month following each month in which marriages are solemnized. That is a monthly calendar rule and not a countdown from the wedding, and clerks in practice ask for it right away. Confirm the date with the issuing clerk.
