Can you officiate, and is registration required?
Maryland sets no registration for religious officiants. Any official of a religious order or body authorized by that body’s rules and customs, clerks, designated deputy clerks and a broad list of judges may solemnize. Whether an online ordination satisfies the statute is not addressed by any official Maryland source reviewed, and unauthorized performance is a misdemeanor, so ask the clerk of the circuit court. The couple gets the license from a Clerk of the Circuit Court; it is not effective until 6 a.m. on the second calendar day after issuance and stays good for six months. Circuit courts say witnesses are not needed.
Who returns the license, and by when
The authorized official who performed the ceremony gives one certificate to the couple and returns the second to the clerk who issued the license within 5 days from the date of the marriage ceremony. For a Society of Friends ceremony the couple returns it on the same timeline. Confirm the window with the issuing clerk.
