Can you officiate, and is registration required?
North Carolina sets no officiant registration, and the ceremony must take place before an ordained minister of any religious denomination, a minister authorized by a church, or a magistrate, or in accordance with a mode of solemnization recognized by a religious denomination or a recognized Indian Nation or Tribe. Online ordination is a real risk here rather than a settled question: the legislature validated marriages performed by ministers of one online church only for ceremonies before 3 July 1981 and never extended that forward, and no later statute or opinion resolving post-1981 online-ordained officiants was located. Where there is any doubt, a magistrate is the safe route. The couple gets the license from a county Register of Deeds, and it authorizes a ceremony anywhere in the state within 60 days.
Who returns the license, and by when
The officiant returns the license to the register of deeds who issued it within 10 days after the ceremony, and the license itself states a forfeiture for failing to do so. Two witnesses sign the certificate with the officiant. Confirm the window with that office.
