Can you officiate, and is registration required?
Oregon sets no officiant registration, filing or credentialing of any kind. Judicial officers, county clerks and their deputies, religious congregations and the clergy they authorize, and, unusually, secular organizations and the celebrants they authorize may solemnize anywhere in the state. A secular organization is one that occupies a place in its members’ lives parallel to that filled by a church, and the authority comes from inside the organization rather than from any state list or approval. The couple gets the license from a county Clerk; it becomes effective three days after the application was signed and is valid for 60 days after that effective date.
Who returns the license, and by when
The person solemnizing the marriage, or the person presiding for a religious or secular organization, delivers the record to the county clerk who issued the license within five calendar days of the ceremony. Confirm the window with that clerk.
