Rhode Island sets no registration for ordained clergy or elders in good standing. Judges, court officials and, in New Shoreham, town wardens may also solemnize, and the Governor may designate any person 18 or older to solemnize one particular marriage on a particular date, with the Secretary of State issuing the certificate of designation. The couple gets the license from a town or city clerk, and it is valid three months after the date of issue. At least two witnesses besides the officiant attend.
Who returns the license, and by when
The officiant completes all the information on the license and certificate of marriage and files the form within seventy-two hours following the date of the marriage, with the clerk of the town or city that issued it. That is hours rather than days and it is the tightest window in this reference: a Saturday wedding is filed by Tuesday. Confirm it with that clerk.
