Can you officiate, and is registration required?
Wisconsin sets no officiant registration; one county clerk states that officiants do not need to register with the office in order to perform ceremonies there. Ordained clergy who continue to be ordained, denominational appointees serving as regular clergy, judges and reserve judges, court commissioners and municipal judges may solemnize, and the two parties themselves may marry by mutual declarations in accordance with the customs of a religious society one of them belongs to. That self-uniting route is a religious-society route rather than a free-standing option. Two competent adult witnesses other than the officiating person attend, reduced to one where a party is on active military duty. The license is issued three days after application and authorizes a ceremony in any county within 60 days.
Who returns the license, and by when
The officiating person, or the parties themselves where no one officiated, delivers the completed document in unfading black ink to a register of deeds within 3 days after the date of the marriage. Note that the filing goes to a register of deeds, a different office from the county clerk that issued the license, and one county describes the window as three business days while the statute says three days. Work to the shorter reading and confirm with that office.
